Xekaman 3 Hydropower Project

The cooperation in energy sector between the Government of Vietnam and the Government of Laos was marked up by Xekaman 3 Hydropower Project. The Project was commenced on 05 April 2006 in the form of B.O.T (Building – Operation - Transfer) with 30 year term.

Detailed information of the Project:

VLPC injected 100% of capital in the construction period, the Government of Laos will inject 15% of the capital as from the Operation Date.
The Project has the total investment capital of $311,737,545 with the installed capacity of 250MW including two plant units. The plant uses the Francis-vertical axis turbine; Normal storage water level is 960m; Dead water level is 925m; Catchment area is 712km2; Reservoir areas is 5.13km2; Construction period is 5 years; Annual electric output is 1000.3 million kWh. The Project is located on the Nam-pa-nu stream - the main branch of Xekaman River - tributary of Sekong River, Dak Chung District, Sekong Province, Lao PDR, about 10km (as crow flies) far from Vietnam - Lao Border (Nam Giang - Dak Ta Ooc Border Gates).

  • NPV: 22,171,000 USD
  • FIRR: 10.18%
  • Payback period: 9.87 years

The project was impounded the river in the first phase on December 20, 2007, in the second phase for retaining reservoir water on November 21, 2011, and the Unit 1 shall be expected to be generated in March 2013.
